How a material moves from draft to release

A material does not go live immediately. It first passes editorial normalization, confidentiality review, metadata checks, and then enters the outward publication layer.

Step 1. Draft

The material begins as a note, article, or preparation draft. At this stage the topic, headline, language, category, and target release format are normalized.

Step 2. Review

Factual claims, responsibility boundaries, confidentiality, metadata, canonical tags, descriptions, and internal links are checked.

Step 3. Release

After review, the material is added to the repository, GitHub Pages, and when appropriate to the editorial blog index with category and search tags.
